    From the All Staff Gathering presentation, you are asked to consider one of your projects or an area of improvement identified in your current work that relates to:

    • Building health literacy into our work
    • A preventative health message
    • Supporting increased self-management.

    This activity is designed to seek your input into  “Areas of Future Focus”, specifically Flagship Services for Communities and the key objective “To engage with our communities to implement effective prevention and self-management strategies for disease prevention, chronic disease and potentially preventable hospitalisations.

    You can submit your suggestions and ideas into this online suggestion box. 

    Suggestions will be collated and presented back to Staff at a future All Staff meeting before a voting process and the top five staff nominated ideas are worked up into mini social media and health prevention campaigns delivered by the PHN. 

    All ideas will also be provided to Executive and teams for consideration when programs are being developed.

    This year's theme for the All Staff Gathering (ASG) is Finding Meaning in Work. This is particularly relevant given all of the changes and challenges we have experienced with the COVID-19 pandemic.

    The Executive and the ASG Working Group are looking forward to this opportunity for staff to gather together for a fun and motivational experience on the beautiful Central Coast. 

    The program is almost finalised and we have scheduled lots of opportunities to get to know each other and strengthen our bonds, as well as time to celebrate our successes and share our journeys and plans for activities in 2021 and beyond.

    All staff will be offered accommodation at Magenta Shores on Thursday night, 25th March. As at the ASG 2019 at Pokolbin, staff travelling for longer than 3 hours will also be offered accommodation on Wednesday night 24th March to facilitate an early start on Thursday morning and allow us to make the most of our time together.

    Please indicate your attendance, accommodation preferences and any dietary requirements on the form to assist planning for the event.

    Research – A New Way Forward 

    The Hunter New England Central Coast Primary Health Network (HNECC PHN) Health Intelligence and Performance team is leading the development of a HNECC PHN Research Strategy to drive a strategic and streamlined approach to research for our organisation. The proposed Research Strategy will identify our vision for research; key research activities; priority research topics/issues; our internal processes for identifying, assessing, managing and reporting on research; and the way in which we work with external research stakeholders.  

    Although the PHN is not a research organisation, supporting high quality, relevant primary care research is fundamental to our organisational values of Innovation and Performance and in driving high quality service delivery across our region. 

    The PHN is involved in a broad range of research activities including:

    • Surveys of GPs to understand their views on different topics such as the impact of COVID-19
    • Collaborative research collaborations and projects with external research partners
    • Dynamic simulation modelling for suicide prevention  
    • Clinical Information Access Portal access for PHN staff

    Research in this context is defined broadly as 'original investigation undertaken to gain knowledge, understanding and insight'.  Research is separate to, but closely related to evaluation. Research is often undertaken to inform evaluation, but not the other way around. 

    We are seeking your feedback regarding how the PHN should support primary care research in the region and drive its own research priorities into the future.

    All PHN staff, Clinical Council members, Community Advisory Committee members and Strategic Innovation Research Design & Planning Board Sub-Committee members are invited to complete the survey. Your views are important to us.

    Recently the PHN’s Clinical Councils and Community Advisory Committee undertook a round of extra-ordinary COVID Recovery-Plan Ahead consultation meetings. These meetings were designed to provide the COVID Recovery team the opportunity to seek input, guidance and fresh perspectives on a range of project areas across the COVID Recovery remit. From the team’s perspective these meetings proved incredibly valuable and an evaluation report is being developed to help guide further consultation rounds into the future.

    To provide a balanced view we would value the feedback from members around these meetings, their effectiveness and perceived value. Your completion of this short series of questions will be extremely helpful and the results will be contained with the report.

    The Primary Health Network (PHN) is seeking your individual input regarding After-Hours care in your region.  Your responses will contribute to the PHN’s After Hours Needs Assessment and give us a greater understanding of:

    • After-hours care currently being provided across the region; 
    • Where you feel improvements can be made; and,
    • What service features you think are most important now and into the future, should the community need GP care in the After Hours period. 

    We encourage as many individual clinicians as possible to respond to this survey as this will provide the most accurate indication of the current environment and the region's needs as we map future demand.

    The survey should only take a few minutes to complete and we will provide you with a snapshot of the results once collated.

    The Primary Health Network is seeking to get a region-wide snapshot of the experiences people have had with telehealth.

    The COVID-19 pandemic has seen an increase in telehealth use by doctors and health professionals as a way of staying connected with their patients. With social distancing measures to remain in place for the foreseeable future, the purpose of the survey is to:

    1. Understand the experience you have had with telehealth (either recently or in the past)
    2. Identify any problems you may have had during your telehealth consultation
    3. Find out what technology people have at home for telehealth.

    The survey should only take a few minutes to complete.  The results of the survey will be used to inform the most appropriate support we can provide the community and to health professionals to create a better telehealth experience for everyone.

    HNECC has implemented a strategy to prioritise the Health Needs identified through the Needs Assessment process, which will strengthen the capacity of HNECC to respond to local needs. A Modified Hanlon Method for Prioritising Health Problems has been used to score and rank in priority order a sub-set of the Health Needs from the updated Core Needs Assessment.

    To perform this exercise, representatives from the HNECC Health Planning team attended a meeting of each of the Clinical Councils to guide council members through scoring the Seriousness of each health need. Individual scores were than averaged across all participating Clinical Council members to calculate a score for each need. The HNECC Executive team determined the Feasibility of addressing each health need and the HNECC Health Planning team calculated the Size of the population affected by each health need. Once the needs were scored against each of the factors, a total priority score was calculated for each using the following formula: Total score = (A + 2B) x C. The needs were then ranked by score, with the highest scoring need considered to be of the highest priority and so forth.

    This approach has been used to prioritise the Health Needs specific to General Population Health and Aboriginal and Torres Strait Islander Health. The equivalent Service Needs will now be prioritised using the same method as for the Health Needs, however Size and Seriousness of a Service Need will be conceptualised as the Size of the population affected by the Service deficiencies and the Seriousness of the impact on the population resulting from the Service deficiencies. Needs specific to Primary Mental Health Care and Suicide Prevention, or Alcohol and Other Drug Treatment will be prioritised using this methodology later in 2019, with Seriousness being scored by specific Reference Groups rather than the Clinical Councils in their entirety.

    Thank you for your contribution to the development of the organisation’s “We Will” Statements. 

    We appreciate that this process has been a change to the way we have all had to think, and I sincerely hope I haven’t bored you to tears with my various analogies in an attempt to try and help support this new way of thinking and progressing the organisation together. You’ve been keeping me busy!

    This process isn’t over, there is still some work to do.

    That work though is about refinement, cascading down to our own objectives and contributions and should result in some pretty exciting outcomes.

    So, where to from here?  

    Your feedback to the following survey will help us to really refine the “We Will” statements. Selfishly it will also help me to achieve a number of things I hope will make life easier for us in the long run.

    After the “We Will” statements have been agreed to, finalised and signed off they will be used to drive the final steps of an operational plan.

    The operational plan will cover 12 Month periods, in line with Activity Work Plan commitments for the Department of Health. Additionally though it is being designed to capture our building commitments - include the Horizons -  and map the development of activities over the five year strategic period, to keep us on track to achieving the big picture. 

    After the template for the operational plan is completed work to develop a dashboard report will be undertaken as well, so we can close the loop, showcase our work, see our progress and most importantly tell “Our Story”.

    HNECC has developed a strategy to prioritise the Health Needs identified through the Needs Assessment process, which will strengthen the capacity of HNECC to respond to local needs. This Health Needs Prioritisaton Strategy involves using a modified version of the Hanlon Method for Prioritising Health Problems, a popular technique for objectively scoring health needs to create a list of priorities.

    This strategy is being led by the Health Planning team with involvement from the Clinical Councils and the Executive team. The strategy is presented in greater detail below but involves scoring the identified health needs against three key factors. The Heath Planning team will guide the three Clinical Councils through a process of scoring the Seriousness of each need and create an average Seriousness score for each. The Health Planning team will also calculate the Size of each need and work with the Executive team to score the Feasibility of addressing each of the needs. Each of these three processes will occur independently and will feed into a final priority score for each need which will be calculated by the Health Planning team. Once a priority score has been calculated, health needs will be ranked by score, with the highest scoring need considered to be of the highest priority and so forth.

    Please note, this strategy is only suitable for prioritising the Health Needs (i.e. rural health disparities; or high rates of overweight and obesity), not the Service Needs (i.e. lack of health service integration; or coordination and information sharing). Also, due to the volume of Health Needs identified for the HNECC PHN region, this technique will initially be used to rank the identified needs specific to General Population Health and Aboriginal and Torres Strait Islander Health, and not those specific to Primary Mental Health Care and Suicide Prevention, or Alcohol and Other Drug Treatment.
